Safety Audits
In 1994, the Institute of Transportation Engineers (ITE) responded to the Federal Highway
Administration (FHWA) Highway Safety Program Guidelines by recommending U.S. "agencies
should introduce the concept of road safety audit into their systems."

The three million miles of low volume roads under the control of over
35,000 local government agencies in the United States constitute 70 percent of
roadway mileage but carry only 15 percent of all traffic.
